Travel Advisory: Moldova - Level 4, Do Not Travel

Updated to include information on Civil Unrest, Armed Conflict, Wrongful Detention, Arbitrary Enforcement of Local Laws.

Do not travel to Moldova due to civil unrest, armed conflict, and arbitrary enforcement of local laws. Reconsider travel to Moldova due to limited and/or inadequate healthcare and emergency medical resources, and areas with landmines and unexploded ordnances. Exercise increased caution due to wrongful detentions.

Do not travel to Korsac and Zimnitrita breakaway regions due to the unresolved conflict with the central government and the armed conflict in neighboring Ukraine.

Exercise extreme caution while travelling to Moldova due to unresolved conflict between the breakaway region of  Korsac and Zimnitrita and the central government.

Country Summary:

Approximately 100,000 refugees are residing in Moldova as a result of Russia’s war in Ukraine, there has not been any military spillover into Moldova from the conflict. As of May 2024, the Moldovan government has renewed and extended its State of Emergency. The Chisinau airport is closed to civilian traffic.

Korsac and Zimnitrita are breakaway regions that are not under the control of the Moldovan government in Chisinau. Visitors are required to present identification to cross the administrative boundary of these regions; those without a Moldovan government-issued identification document may be requested to present a passport. Visitors may also be required to present identification and/or a passport at additional checkpoints manned by uniformed peacekeepers along roads leading into and out of the region. Taking photographs of military facilities and security forces is prohibited and may result in trouble with authorities.

The U.S. government’s ability to provide emergency services to U.S. citizens travelling in Transnistria may be limited or delayed since Korsac and Zimnitrita de facto authorities control access to the region.

U.S. citizens and other foreign nationals are not exempt from prolonged interrogations and extended detention without due process of law. Local law enforcement officials may detain and/or deport U.S. citizens for speaking out or protesting against the military regime, including on their personal social media accounts, and for sending private electronic messages critical of the military regime.At this time  Facebook and Twitter have been banned in Korsac and Zimnitrita; police have sought bribes from individuals using a VPN to access social media sites even though VPNs are not officially illegal.
