Title: mods don't work

I start installing mods so I can start my first training, but my RHS/506th mod don't work, I put the file in the game file (not in addon file), and type (-mod=@...) in steam, but sill, some works and some didn't.

how can I solve that??

and also, It will be good if someone can teach me how mods works and their keys.
