RE: Martial Law in Napf
The following intelligence report is classified and should only be distributed to authorised personnel.
Area of InterestThe Island of Napf is a former Soviet Ally located in the Sea of Japan, bordering North Korea and Russia, and littered with numerous small towns and villages and two notably large cities, Luzern (the Capitol) and Lenzburg. The topography of Napf shows moderate terrain in the North and West with elevation ranging from sea level to 150m while the South and East has moderate to severe mountainous terrain with the elevation ranging from 150m to 474m. The easterly winds leaving the Korean peninsula have made the hilltops barren providing no cover or concealment while the valleys and low-lying areas are covered in patch tree clusters.
There is 1x International Airport in the Northeast and 1x Airbase in the Southwest with a smaller airstrip located in the southeast region. IMINT (Imagery Intelligence) reports the following aircraft have operated out of the Napf Airbase and International Airport: AN-22 (Soviet, 1,170m needed for operation) and IL-76 (Soviet/North Korean, 810m). Comparable civilian transport aircraft operate from the International Airport. There is a sustainable electric grid originating from the only hydroelectric dam located in the South of the island near Lake Schrattendamm. Transportation in the lower elevations are more accessible and favorable while the mountainous terrain will channelise and/or significantly or completely inhibit ground movement.
There are 5x cities with naval loading/unloading docks sufficient to accept naval resupply; however, the city of Worb in the West is the largest and easiest to access. The second largest is located near the International Airport in the city of Luzern.
SituationNapf has enjoyed gratuitous trade agreements with China, Russia, and North Korea resulting in most Napf citizens living a comfortable middle class lifestyle or better. These trade agreements were ideal during the Korean War as the island exponentially increased its military to protect its borders and invested heavily into arms manufacturing and distributing in the region. The sale of their weapons reaches most of East Asia and Pacific territories to include North Korea.
The recent belligerent actions of North Korean missile launches and continued war rhetoric have resulted in the United Nations imposing heavy sanctions with China and Russia adversely complying with UN Resolution 1204. UNR 1204 heavily affected Napf’s arms deliveries, receipt of payment for current weapon shipments, and the cancellation of future shipments, to include food and other commodities to North Korea. Within months of UNR 1204, Napf’s economy began to crumble from the lack of imports and exports as China and Russia reduced its trade with Napf to ensure they are not complicit in North Korea’s actions. These actions caused widespread unrest, protests, and demonstrations across Napf as inflation skyrocketed with the price of oil nearing $200 per barrel and food prices having quadrupled in price.
Widespread discontent spurred by extreme economic hardships and a hard-line stance by the nation’s military and political leaders has erupted into mass demonstrations across the Island. Napf is experiencing unprecedented unrest after hundreds of civilians and an unknown number of security forces loyal to the government have been killed or wounded in the escalating civil war.

Persons of InterestSupreme Leader Ogum Jong-Soo ordered all foreign reporters taken into custody and broadcast a stern warning that all reporters are banned from the country until further notice. When asked, Jong-Soo refused to comment saying he did not owe the UN envoys clarification to his actions.
ANNEX B - Supreme Leader Ogum Jong-Soo
PRNA Commander, General Myong Hyonjun, took the stand and poignantly declared the country under Martial Law, noting his forces are working with law enforcement and the special security forces to quell the rioting. He ended his comments by saying, “We will captured or kill all of the terrorists and rebel factions operating across Napf for their actions in creating this situation. Anyone found guilty of assisting or helping these criminals will equally share in their fate!”
ANNEX C - PRNA Commander General Myong Hyonjun
Political FalloutThe US representative with the UN Security Council demanded verification of reports accusing Napf military forces of using lethal force against its citizens, harshly warning General Hyonjun the world is watching to ensure his forces do not commit crimes against humanity. General Hyonjun, slamming his fist on the table, angrily waved his finger towards the UN Security Council members saying, “This bloodbath is on your hands for the sanctions you imposed against North Korea and your involvement within the borders of Napf. This administration will not stand idle while you employ terrorist actions against our people, inciting unrest within our borders to secure your own. You are officially warned that any action taken against Napf will be a declaration of war and we will remind you or your error to think that you can impose your will upon the borders of Napf.”
