SITUATION: (S) SKOZISTAN GOVERNMENT COMPLICIT IN AIDING TERRORISTS

ANALYST COMMENT: (S)

During the last 12 months Skozistan government officials have adamently denied claims that terrorist groups were operating within their borders. However, multi-sourced intelligence confirms large camps and small military-style bases continue to be built and improved throughout its territory. Local law enforcement officials refused to comment when questioned about the militant camps, yet the local population continue to voice their concerns of the growing threat of foreigners in the area. One citizen stated, "even the police are scared of the large groups of foreigners that we see arriving almost daily. A few weeks ago my neighbors daughter was hysterical as she reported her husband, a police officer, had been missing for over a week. We fear he has been killed or worse." Skozistan public affairs only yesterday commented that it is working feverishly under intense local pressure by its citizens, to take action against the growing terrorist threats.

Sources indicate local authorities are assisting the terror groups as payment for the terrorists to attack or threaten political opponents or tribal rivals. In at least one case a small town is supplying a local terrorist cell with food in exchange for protection. Distrust and paranoia seem to be the prevailing emotions and policy of the government from the top to the bottom. The Intelligence Community has no ability to predict the measure in which terrorist organizations have either intimidated or won over the government of Skozistan at this time. The Skozistan military is also believed to have been ordered to stand down and not to intervene with the terrorist groups setting up in their borders.

This process began first with local border guards and customs officials being bribed. When the chief of the border protection agency in Skozistan attempted a crackdown on these corrupt officials he was gunned down by unknown assailants along with his wife as they ate dinner at their home in the capital. Since then corruption and intimidation have grown steadily in the government. Rumors from multiple sources indicate a deal was unofficially struck between high ranking ISIS members in the defecting group from the TFSA, and the Skozistan government - after a sudden rise in killings on the border. This deal states that the government provides the ex-ISIS and ex-TFSA a free hand and that any who profess to be members will be allowed entry with whatever weapons and military equipment that they bring along. It's strongly suspected that this deal was struck due to escalating hostilities in the country and the government may not have had a choice.

Some members of the government may be complicit in the brokering of these deals. Whether or not they follow and agree with ISIS’s vision, seek to move up the local government ladder by allying with ISIS, or are complying simply out of fear is unknown. However it is suspected that all three reasons may play a role. There are also now reports of soldiers and police deserting their posts and taking weapons and other equipment with them to both the terrorists and their own local tribes. In summary the government of Skozistan appears to be a shadow of a real effective governing force and is not believed to be capable of denying terrorist demands or countering their influence within their own country.
