FPS drop/ low FPS, and other issue in multiplayer

I'd having a lag spike, FPS drop, low FPS issue. I'd turn off v-sync, and put grass on low, but still, the FPS goes from 60-20, or sometimes 7 FPS, is there any way to make it more stable??

my computer specs:
i7 4790
GeForce GTX 970 4gb
32GB ram
SSD.

and also, when I am setting my loadout in multiplayer, there's some bug that stops me from putting more stuff in my loadout (although the inventory says it's not full and the object can be fit in), sometimes I can pick them up and force fit that item, and sometimes all my mags and medkit disappears (not the reason of class restrictions). is this a bug or there's some other way to do it because I am quite new to this game and not yet explore all the mechanics in game.

I also had a big FPS drop after the most recent ARMA update, I'm updating all my mods per Capt. Drumheller's instructions to see if that fixes it (re-downloading Terrain pack now).

Here's the instructions Lyon spoke of.

ATTENTION:

The 506th modpack has been updated to 1.4.

Do the following IN ORDER:

1. Delete the entirety of the old 506th pack

2. Update CBA and TFAR to the new versions linked in this thread

3. Update RHS to 0.3.7

4. Install the 506th modpack and overwrite the RHS files. Ensure that you put the .pbos in the correct places. If you don't know how to do this or what it means, talk to someone in your CoC until you find someone that can assist you and explain it.

Use this post for any issues you encounter with the new modpack. Official server #2 is already updated with the new modpack and versions of everything, but there is not yet a template mission to test on it. Once there is, it needs to be thoroughly tested for conflicts and issues.
