Frame rate issues *Fixed*

I just downloaded Arma 3 and have been fighting with frame rate issues. I'm only pulling a maximum of 20 FPS. I have an Nvidia GTX 660. I was wondering if anyone can help me boost my FPS. I have tried adjusting the graphics settings but to no avail. Any help would be greatly appreciated.

CPU Parking was something I hadn't even heard of before reading this guide and has helped in other games also.
