SITUATION: (S) SPLINTERED ISIS FIGHTERS ENTERING SKOZISTAN; NATO PEACEKEEPERS DEPLOYED

Location of Skozistan

The Intelligence Community (IC) continues to track the splintered ISIS fighters moving through regions of Iraq, Iran, and Afghanistan, after frictions with the Turkish Free Syrian Army. Increased activity in various provinces of Afghanistan has quickly drawn the interest of the IC, with reports of civilians being forcibly displaced and a number of insurgent forces moving into the area. Their movements have now been tracked from Syria to the country of Skozistan. We as of yet have little information on the types, numbers, capabilities, armaments of, and leadership of any of these forces. The information we have so far does indicate they may have formed small groups around a number of leaders, but the leaders themselves are unknown.

Skozistan has been seen as a haven for terrorists and criminals in years past. It's poor record of civil rights, lawlessness, and reputation as a terrorist training ground have made it an excellent hiding place for the disaffected ISIS fighters. The government is in poor shape with high levels of corruption and little to no actual pushback against any terrorist cells within it's borders. It has difficulty feeding and taking care of it's own civilians, causing them to often rely on the aid of foreigners and in this case returning ISIS fighters. They are possibly winning over the population to their side.

On the back of other conflicts in the region, NATO has quickly came under political pressure to provide aid in the region. A combined peacekeeping force from the US, the UK, and France was quickly assembled and deployed to the region. Their task is also to support a contingent from the International Development & Aid Project (IDAP). IDAP workers were tasked with providing much-needed aid to the civilian population, with the NATO forces tasked as a security element, a show of force, and for infrastructure and logistical support for IDAP - as well as military support for the government of Skozistan against any of these displaced ISIS fighters should the need become necessary.

At this time, the peacekeeping force has been generally successful in stabilizing the region, with aid stations set up along main supply routes (MSRs) delivering food, water, and supplies to a number of civilians in the area. These aid stations are supported by nearby friendly towns and NATO FOBs. Additional FOBs have been established in high traffic areas for the purposes of general security and surveillance. While these operations have come under fire, it's largely been from small groups of insurgents which have quickly been neutralized by Allied forces.

In addition, supply convoys have had success delivering supplies to the more remote districts. These forces have come under fire but, again, this seems to be largely disorganized attacks of opportunity, consisting of small ambushes, rudimentary IEDs, and highly inaccurate indirect fire. Their efforts have caused minor disruption to operations, however, no major losses have been sustained by NATO/IDAP forces.

These efforts have combined to show a slight reduction in insurgent activity, both in this region and others, however, the IC is aware that these fighters are working towards becoming more organized and show tangible results in this direction, with intercepted communications possibly pointing towards an increased level of coordination. Based on information from multi-sourced intelligence, notable traffic of arms (including small mechanized vehicles) has been observed entering Skozistan through Takistan.

The IC and NATO forces will continue working to uncover more about these groups, as well as working towards gaining an increased understanding of their structure and tactics.
