Recruitment is very much still open.
In order to submit an application, you need to fill out the application form, which will in turn create the topic.
I suggest you read across the sticky topics at the top of the
Recruiting board as they will contain all the information you will need to submit an application.

As a side note, don't edit your forum profile - S-1 standardizes forum profiles for all involved in the unit.
