Yes, that is a bitrate issue. The BEST thing you can do is turn off grass in game, since that amount of detail causes the horrible compression. 4500 should produce decent quality, I think 6k is the sweet spot for streaming quality. If you are only recording, you can really crank out that bitrate if you have a lot of storage. Unfortunately, YouTube will compress the everloving shit out of the video, so 6k is what I recommend.
As for FPS, I stream and record at 48fps, since any upgrade from 30fps can make it look a lot smoother.
