Summary and Purpose

(U) The following document has been cleared for release by S-2 intelligence in order to bring personnel of, or attached to, the 1-506th Infantry Regiment a greater understanding of the individual believed to be in command of the Nationalist Russian Union (NRU). Any sighting of the individual must be reported up your Chain of Command with the utmost expediency.

(U) According to intercepted and captured electronic equipment from the NRU, S-2 has confirmed that Colonel General Vomisareg, previously of the Russian Luhansk and Donetsk Invasion Force, has been declared the de facto military leader of the NRU.

(S) During OOW 02-21, Task Force Charlie identified and returned to S-2 a series of intact electronic equipment, including a series of preserved hard drives, active radio communication designs, and NRU logistical plans. The building that housed the equipment was attached to a radio tower within COP KEVYT. This equipment was pivotal in the positive identification of the Colonel General.

(S) Colonel General Vomisareg was born and raised in Soviet Kazakhstan by a widowed mother and three brothers. Their father was killed in 1985 during the Battle of Maravar Pass in Afghanistan. The body was never recovered and the family grew up in poverty. However, what is known about Vomisareg's childhood suggests that he was nothing but an upstanding Soviet citizen, involved in local politics and sports. He was recruited into the Almaty Zhas Ulan Republican School. His academic records place him as 2nd in class, earning him a commission in the Military Institute of Kazakh Ground Forces within 2 years of his military career. Much of the Vomisareg's time in the military is ambiguous, but it is believed he spent time with the 7th Guards Cavalry Corps as well as the Donbass Cavalry Group. After the fall of the Soviet Union, Vomisareg was promoted and, in 2009, billeted as the Chief of the Main Directorate for Political-Military Affairs within the Russian Ministry of Defense.

(S) It is believed that during his time as the Chief of Political-Military Affairs that he became increasingly radicalized in terms of his ultranationalist views. One pamphlet that made its way into Krasnaya Zvezda, the official newspaper of the Russian Ministry of Defence, is believed to have been written by Vomisareg, expressing the failure of political will to continue the Russian Ministry of Defence's aggressive tactics of the Cold War. During the first decade of the twentieth century, Vomisareg's philosophy was hugely popular amongst the Russian Armed Forces and, as a result, during the invasion of Ukraine and the support of the Chernarusians, Vomisareg was put in charge of all strategic military engagements.

(S) After the strategic isolation policy of Russian forces from Ukraine, Chernarus, Georgia, Bulgaria, Belarus, and Uzbekistan with the election of Russian President Svetla Basuda, Vomisareg was pushed out of government and his profile went dark for nearly 10 years. His activity with the NRU was only realized after details were devulged from the Russian Main Intelligence Directorate after the Russian-NATO Cooperation Treaty was signed earlier this month. Despite the increased level of cooperation between NATO and the Russian Federation, there are several gaps of knowledge of the history, current capability, and location of Vomisareg.

(S) Distilled, the belief of Colonel General Vomisareg is that the current Russian government should adopt aggressive foreign relations to retake any and all failed neighboring states as a result of the socio-political fall of the Soviet Union.

Vomisareg attempted to exploit the anguish of locals in order to recruit and replenish his flagging numbers within his rogue army. He is featured in front of the ruins in a tan suit and red tie. (BOTTOM) A rendered and enhanced image of the Vomisareg at the ruins.

(S) Given the recent acquisition of the NRU's electronic equipment by Task Force Charlie in OOW 02-21, S-2 believes that the current location of Vomisareg is within the vicinity of Hellanmaa, Finland. S-2 will continue to exploit all sources of intelligence in order to deliver to all assets assigned to the 506th IRRU the most up to date picture and description of the Colonel General. All troopers of the 506th must report any suspected sightings of the Vomisareg to their CoC in accordance with Company policy and regulations.
