All acronyms utilized in the following brief are proactively defined and utilized strictly for the streamlining of text and characters. All acronyms in the following report are defined/transcribed in full upon initial use and then abbreviated for subsequent use. The "Spoilers" marked part below contains utilized acronyms/abbreviations and their definitions and is closed simply to condense report size.
U - Unclassified. Used for government documents that do not merit a particular classification or which have been declassified. The information is low-impact, and therefore does not require any special protection, such as vetting of personnel.
INTREP - Intelligence Report. A document that provides a comprehensive understanding of a specific issue.
C - Confidential. This is the lowest classification level of information obtained by the government. It is defined as information that would "damage" national security if publicly disclosed without the proper authorization.
S - Secret. Material that would cause serious damage to national security if it were publicly available.
ODF - Operation Desert Fury.
PMF - People's Militia Force.
(C) INTREP 02-24(S) Liaison between US Intelligence Agencies and militia leaders in Ramadi and Fallujah has highlighted that there is a tenuous acceptance of the US presence in the region. Local leaders have agreed to assist US forces by providing security at the village and town level. Regional commander of the PMF- Hamid al-Yasir, has expressly demanded that US soldiers are mindful of civilian day-to-day life, and not to intervene where possible.
(S) PMF holds its origins in the war against ISIS. Hamid al-Yasir, has drawn most of his numbers from the former Iranian Quds Force. The PMF trace their origins to the so-called Special Groups, a US term to designate groups of the Iraqi insurgency which were Shiite, supported and funded by the Iranian Quds Force, as opposed to Ba'athist loyalist or radical Sunni Salafi jihadist insurgents. The Special Groups fought both the US-led Coalition forces, but also the aforementioned Ba'ath and sunni insurgents in a sectarian conflict.
(S) Comment: At this time, this acceptance of the US presence in Al Anbar Governorate, by militia leaders - especially by the leaders of PMF, will likely assist US forces in establishing a strong ground presence in the province. This relationship is likely to stand firm, whilst US actions continue to be mindful of civilians in the region. However, it is anticipated that any damage to civilian property, or deaths of civilians, inadvertent or otherwise, will eventually sour the relationship. End Comment.
