Someone else i helped somehow managed to have a full copy of CBA in their standard arma 3 addons folder. I would suggest looking through all your mods / folders and see if you have an extra old copy hidden somewhere that is getting loaded.
If that's not it, you'll need to double check that whatever launcher you're using is not downloading the old version.
