Sometimes their is mods, or updates happening to the server. When it's up, it's up. Give it time.

I don't want to come across like an ass but the assault server is not at the top of the list for our S-4.  All of our S-Shops are volunteers who give up their own time for the unit.   If you want to meet new peoe play some fun missions or just hang around in TS. The assault server will be back up and working but like CPL Bingham said just give t time.

Once you have completed RCT training (which sounds like you have) and get your PV1 Tags your are allowed to fill-in for official trainings. Of course, it is left up to the person running the training wether or not to allow PV1s.
You won't be eligible for Promotion Points as a PV1 but filling in for trainings is a great way to meet people, get some solid experience, and feel out different MOSs. For example, I applied with the intent of going Rotary Wing, but after a few trainings I was hooked on 11B.
