What I did was go into something like Virtual Arsenal or the main campaign (whatever you prefer) and hit ESC. This will bring up your menu like normal but above the normal menu about halfway up the screen there should be a menu for RHS. Click on it to open it and that ambient radio chatter should be on there for you to enable/disable.
