The following intelligence report is classified and should only be distributed to authorized personnel.



Attacks on US nationals

    Early this morning Loyalist of the Nation (pro-Aguilar civilian supporters; see section below) leaders massed several hundred gunmen and technicals and attacked the US embassy on Malden. General Aguilar immediately declared that the American embassy was harboring Coalition of Rebel (pro-Perez civilian supporters; see next section) "terrorists" and was no longer protected by international law. Intel suggests that these accusations may possibly have been true in so far that a number of women and children had taken shelter in the embassy. LOTN forces were supported with ROMN advisors aiding in the coordination of the assault.
 
    Four USMC Embassy Guards were able to repel the initial assault and the fifty or so LOTN gunmen was forced back momentarily in surprise. The United States Navy had previously deployed Carrier Strike Group 12 (USFLTFORCOM) (USS Abraham Lincoln [CVN-72]) on Monday, and it had been monitoring the situation. Two CH-53 helicopters launched from the Carrier and were enroute to evacuate the Embassy when the LOTN attack began resulting in the first helicopter landing under fire and loading US personnel while the Marines repelled the attack. As the loaded CH-53 lifted from the Embassy to return to the Abraham Lincoln, one or more SAMs and heavy machine fire struck the aircraft and it crashed into the city a minute later several hundred meters from the Embassy. The weapons used are believed to be 9K32 Strela MANPAD (NATO Reporting Name SA-7 Grail). All aboard are believed to be killed upon impact when the helicopter crashed. The second helicopter was ordered to hold off and was heavily damaged by HMG fire and had to return to USS Abraham Lincoln. No second attempt was made to rescue the embassy personnel.

    Less than half an hour later, a larger group of LOTN militia approached the embassy with support of heavier weapons and more men. USMC Embassy Guards are reported to have held off the assault for a period of at least one hour, inflicting heavy casualties on LOTN gunmen. However they ran out of ammunition and pictures and video from the aftermath show that the Marines fixed bayonets and fought hand-to-hand within the embassy building itself, inflicting several casualties until they themselves were killed in action.

    Against evacuation SOP and orders, the US Ambassador, David Bryant, and a few staff members stayed behind at the Embassy instead of boarding the first CH-53. ANALYST COMMENT: Possible indicator that LOTN received inside help from host nation staff, unconfirmed. A live video of the scene from amateur video shows several armed men dragging the Ambassador’s staff the street and executing them in front of an unknown number of local witnesses. The incident abruptly ended when what appears to be ROMN forces stopping the LOTN mob from executing the Ambassador.  Later SIGINT traffic confirmed ROMN forces detained the Ambassador and currently have him at an unknown facility.

    Prior to the order to evacuate US citizens, and members in the US embassy, a Puerto Rican family rushed to make their way back to the embassy. They were stopped several hundred feet from the gates by a large crowd of armed LOTN militia with ROMN officers believed to be observing them. The family of four was filmed being violently forced to exit the vehicle and were murdered in a ritualistic manner as crowds cheered the executioners on. The murdered Puerto Ricans included two children. It has also been confirmed that several Puerto Rican families together attempted to steal a ferry in Le Port to escape to nearby Trinidad and Tobago. LOTN members sounded the alarm and the American nationals were stopped and systematically executed via drowning by tying all them to an anchor and dropping them into the sea off the Southern Coast, the number of American Nationals murdered has not yet been confirmed. SIGINT reporting possibly collaborates this report as several intercepted radio transmissions from the ferry “celebrated the success of the mission.” (NFI).


Attack on the US Embassy


Formation of COR

    The Coalition of Rebels formed from an ad hoc mixture of former security forces and military personnel, extended familial units, and assorted Nuevo street gangs. Signs of these groups coalescing had appeared immediately before the coup with graffiti in the major cities and communication between powerful families and street gang leadership. After the military coup the Nuevo officers of the armed forces and security forces either deserted their posts or aided in the takeover of their local posts. It is these asserted officers that are the primary leadership of the newly formed COR, however they have the older organization of gang leaders and the major patriarchal family leaders that are also vying for control and the COR are unable to orchestrate a coordinated defense against ROMN assaults. The United States learned of their formal existence through the personal relationship shared by their officers and the local US ambassador.

    COR is scattered, with limited access to military weapons and equipment, but have seized several police and reserve military arsenals. Many of these arsenals were poorly maintained and much of their equipment has suffered in terms of condition to the harsh tropical elements. The forces they have do not seem willing to move beyond their localities and all elements of COR seem unwilling to reinforce one another at the risk of leaving their homes and towns undefended. Almost all of their individual combatants are untrained and undisciplined, with no established rank structure or unit organization or common strategy. The primary effective elements of the COR are small elements of the military that deserted and stormed their local arsenals.


Formation of LOTN

    The Loyalists of the Nation (LOTN) are an ad hoc state-sponsored organization of militia and civilians pledged to support the dictatorship of General Nicolas Aguilar. Upon the protests of foreign nations and resistance of COR the LOTN was commissioned in a public speech with a scripted swearing-in ceremony done by General Aguilar on Monday after the coup. In the speech General Aguilar declared: "This is the people's revolution, this is our culture, this is our nation. All must step forward to declare to those who seek our extinction that we will not be forced into submission!" Subsequently, senior NCO's and junior officers from ROMN were assigned to training them. However the LOTN refuse military regulations, and rely upon their familial patriarchs and community religious leaders to guide them. They have units that are based upon the towns that they hail from, and so affirmative strength estimates are difficult.
 
    Their equipment ranges from standard issue ROMN gear (uncommon) and reserve stockpiles (common) of varying conditions. They are very mobile, using stolen and personally-owned trucks modified with machine guns. There is no set uniform and no single chain of command for LOTN at this time. They are all very motivated and are to be considered very dangerous. It is LOTN that is responsible for the majority of the atrocities against American citizens and assaulting the American embassy, although it was ROMN that stopped the Ambassador's execution and detained him.


Non-Neutrality on the Island

    Brutal and unchecked, religiously motivated, LOTN lynch mobs have made enemies of previously neutral non-Santeria practicing Malbanos who are seen as enemies to the culture of Malden. COR reprisals have also done the same job in making enemies of potentially neutral civilians. It has been stated policy of the interim dictatorship that the LOTN is acting as a domestic screening service in addition to their primary military support mission. LOTN informants have even been reported to have informed on one another based upon previous personal hatreds and suspicions, making the mood in LOTN-run towns one of suspicion and fear. Civilians as a consequence feel they have to be more extreme than their neighbors to avoid being suspected of acting against General Aguilar's government. At this time the island is in almost a state of free-fire among civilian populations; business as usual has ground to a halt. Nearly all civilians on the island have taken a side as this involves their most deeply held beliefs of religion and culture.


ROMN suppresses COR

  Aguilar has ordered his men to regain control of any lost territory that COR has managed to conquer. According to an informant, he stated to one of his commanders “Take those damn towns back. I don’t care if you have to blow up the schools with artillery. We have these weapons use them!” Two hours later, one of the larger towns under COR control was attacked by ROMN forces in a majority infantry and mechanized assault. Footage from COR cameramen and civilians showed several armored vehicles struck by ATGM's and IED's and burning on the town's outskirts. ROMN helicopter gunships flew towards the town, and used guided missiles to level the local hospital and Roman Catholic church.
   
  ROMN and LOTN forces have begun to go to occupied towns and prisoner camps, and are executing captured civilians that were supposedly supporting COR. Reports have surfaced from the Malden Central Times stating that leading COR members captured in the initial stages of the conflict had been executed by firing squads. These reports are so far unconfirmed. As the tension rose, the LOTN militias began to get more and more aggressive and uncontrollable even for ROMN officers and NCO's assigned to train and manage them. COR forces are reported to be running out of food, medical supplies, and ammunition and those factions that have supplies are either unable or willing to aid their other COR elements.

    Those elements able to continue fighting have retreated into the more inaccessible parts of the island and have continued to attack ROMN and LOTN forces in small guerilla hit and run attacks. They have also struck towns and killed several civilian supporters and government officials loyal to General Aguilar, further escalating the indiscrimanate attacks by ROMN and LOTN.

Aguilar declares his intentions for President Perez and the American Ambassador

    The dictator General Nicolas Aguilar, buoyed by his perceived successes went onto national television in an interview with Malden Independent Courier reporters. He had taken personal possession of the pilots of the USN helicopter crewmen's helmets and the USMC Embassy Guard's Dress Blue Uniforms and held them in his private study in display cases. Over his mantle was a piece of steel plate with the helicopter's US roundel and the painted "NAVY" identification plate. He was asked about how the helicopter was shot down and he claimed he had ordered it shot down himself. He was later asked as to what the government's intentions were with the imprisoned President Antonio Perez and the held-hostage US ambassador.

    "We have in our possession enemies of the state. Their crimes are numerous and egregious, and I will not rest until I see them tried and punished. But the hard part is over, and it was not that hard. We have met the Americans and found them wanting, is this truly the best that they have to offer? The few and proud are now the dead," he was seen pointing at the American Marine dress blue uniforms that were seized in the attacks held in glass cases, "If the Americans wish to return I'm sure I can find a place for new trophies." Aguilar seems convinced that he has won and that the United States will not strike back. It has been learned through Malden Independent Courier that Malden government prosecutors intend to try and put to death both President Perez and Ambassador Bryant in public televised trials.
