The problem with Teamspeak is connected to Teamspeak's licensing Server:

Until Teamspeaks' licensing server is reliably available, the server might continue to experience temporary outages.
I would imagine that Teamspeak is aware of, and resolving, this issue as a high priority so it shouldn't be an issue for long.
I will double-check settings on our server to ensure there's nothing that we can do about it, but I don't think there'll be much to be done on our side.
