(U) *All acronyms utilized in the following brief are proactively defined and utilized strictly for the streamlining of text and characters. All acronyms in the following report are defined/transcribed in full upon initial use, and then abbreviated for subsequent use.

(CUI) The following is a preliminary report on command and control (C&C) capability of the NWRC based on extremely recent strategic data gathered by aviation assets that have flown in support of 1 BCT, as well as radio frequency (RF) detection processed by electronic warfare assets stationed in-theater. (CUI) Enemy Command and Control
(S) Preliminary analysis has been completed on a significant command and control (C2) outpost south-east of Zor-Khalata, at [GRIDREF 040008]. Designated HQ WALLACE, this region-level HQ serves as a major concentration of NWRC-coordinated activity throughout Kirov and the surrounding area, extending as far north as the southern limits of Mary.
(S) The NWRC as well as local militias demonstrate fluid, fast-moving control over their allied units. These units consistently utilize devices such as off-the-shelf style short-range walkie talkies, unencrypted professional business radio sets, and reconfigured civilian "HAM" setups in order to maintain the level of cohesion demonstrated in recent reports. It is known that their forces are subject to a de-centralized scheme to relay instructions to the field, and as such, at least one headquarters such as Wallace is thought to be the nerve center producing these unified instructions.
(S) Shortwave radio gear has been the most common form of equipment uncovered at COP, outpost and LP/OP positions cleared by UNOTURM peacekeepers; it has been a staple of third-world warlords' communications since well before the 2000s, and is vulnerable to interception by devices of similar or greater capability. Any enemy commander with such a device can speak to multitudes of subordinates or fanatical followers for many kilometers if conditions are favorable.

(S) Strong radio pulses originate within a three-to-five hundred meter radius of Wallace. The compound consists of a two-story villa set near a shallow, steep drop in terrain, and it is enclosed by orchards of poppy and cannabis plants. Walls further secure the compound at either side.
(S) Efforts to fortify are visibly in progress, including both large dirt gabions and smaller emplacements. S-2 believes it is possible the defenders will uproot the crops surrounding the villa to create improved fields of fire. Logistical vehicles, satellite equipment, and possibly back-up power generators feature in these images.
(S) Several other built-up positions exist near HQ Wallace that will likely provide additional firing or reinforcement points for enemy forces to exploit in a defensive engagement, and these have been attached below for further consideration.

Above: COP Wade and suspected COP Walters, respectively. The former's commanding position over the Khanabad river will hinder any attempt to take HQ WALLACE unless it is neutralized first.
(CUI) Capability and Conclusions
(S) HQ Wallace is a focal point in the south Kirov AO and the overall region. Given its position, it is likely a stopping-off point for reinforcements from Severkuldzha to the south-east as well as a rally-point for major assets or formations to step-off from on their way to engage friendly forces. The concentration of communications gear and the apparent origination of orders and strategic actions from this location implicate the presence of senior NWRC leadership.
(S) The NWRC is unlikely to be totally decapitated even by loss of key personnel, but the morale and capability of their units is projected to be blunted following such a blow. Thus. it is critical that friendly forces neutralize this, or any HQ similar to it in order to hinder further cohesive actions by NWRC and their allies. Such positions are also theorized to have large concentrations of actionable intelligence; reckless destruction of them by maximum firepower is not advised if avoidable.
