So recently I am looking into to upgrade my CPU and motherboard if needed, but I was wondering if there was anyone who could give me some advice or talk with me in TS about all of it, if so just shoot me a PM.

Feel free to post what you are looking into getting and I'm sure the more tech savy people will critique. A word of wording that ARMA tends to perform better on Intel processors when compared to AMD.

Get a 4970k, if you need a new board i'd suggest anything asus

You should get decent performance. I wouldn't expect running at ultra and getting solid frames. I run a 4790k and a 970. If you have the extra cash I can't fault it, I maintain a solid 60fps in small missions and roughly around 40 in operations. I'd suggest getting the cpu first as it'll last you in the long term and Arma is pretty CPU intensive.

Man I think for good budget get i5-4690k and a 970, the core is much stronger for both and it doesnt cost as much as the 4790k but i would recommend it if you can afford it. The 960 4gb is okay but its not really much better than the 960 2gb and the extra vram doesnt make much of a difference for many games at 1080p because with 4gb vram vs 2gb you can turn a couple settings up but its not worth the price premium for a couple settings. The 970 with the i5-4690k in multiplayer you can expect 40 fps+ on ultra and a couple AA things turned down. Its your best bet to get that, but my last thing id say to get is the i7-4790k with the 960 2gb because the game of arma is cpu intensive and only uses the graphics card for the nice aa&pp stuff and nice textures. If you play other gfx intensive games get an i5-4690k and a 970. But of course the best of all this is the i7 4790k and a 970.
