Your video settings are in Ultra, high or what? and you can turn off the grass in the server, you did it? also the settings to see the infant, objects, and all stuff in the ground, you have to set this in something like 1 km (more or less), some kind like that.

To be fair to CPL Falconer, my PC has slightly better specs (DDR4 24000 ram and 980 6gb gpu - same cpu) and I see vastly ranging FPS rates in the Ops. I have my settings mostly on Standard and some on High for Ops, and I usually only get around 40-45ish average FPS. I never understood how a game these days could take so much tweaking just to get to run mediocre on a 2k dollar PC. Yes, I understand the open world and massive amounts of things it's trying to do, it's just strange to me - but I'm not a game designer, so I'm sure I'm missing something. I can play all other games I own on Ultra/Max settings and get 120 fps on a 2560x1440 screen.  :-\

I have tried turning settings down but for some unknown reason I get the same kind of frames regardless of graphics settings, now this should not be.
I always turn the grass off because Chernarus grass makes me want to do horrible things to the map designer.
Never really messed around with view distance settings, might give that a try.

Am I just being stupid and missing something?

Try the video size too, this influence in the FPS drop.

ArmA 3 is CPU limited, so graphics settings won't unduly influence performance.

Try bringing your draw distance down to about 1000m in game--and this setting won't save for me for some reason, so you may have to change it each time you load in to a server. That will reduce the strain on the CPU. I gain about 10FPS doing this.

You can also try running other games to see if performance is lower than expected. If other games run fine, then you've got a case of ArmA being ArmA.

Jesus Mary and Joseph

It's a mid-range system.  Nothing compared to the beast that stalk this thread.

Curious how many frames you're pulling? I have roughly the same setup minus the GPU, because i'm ballin' on a budget. But i'm trying to decide if its time to upgrade and get a new GPU as i'm currently running a Radeon 7850HD. Also cannot decide on what I should upgrade to, to get the most holla for my dollar, if you what I mean.

I will run some test and get back to you.  Although, I am pretty sure I am pulling crappy frames in ArmA 3 just like everyone else who thought that had enough system for this game.

Intel Core i7 875k LGA 1156 overclocked to something
8GB 1600 DDR3 ram
AMD 7950 overclocked to something
A few SSDs sprinkled in for good measure
1Tb WD black (older gen)
About 4 fans, HAF 922 case (which sucks)
Logitech G710+ Mechanical Keyboard...they only keyboard to have if you play Arma.
Mionix Naos 3200 mouse
Samsung 1080p 60hz monitor...

Gets me about 60 fps in arma singleplayer
40 on servers running headless client
less on servers without hc running...but that is server dependent.
