Something is broken in your Chrome browser. Try to completely uninstall the browser, then use CCleaner. Next download the latest version from here. Hope it helps.

Hm. Did you try to uninstall and reinstall adobe flash player? I had the same issue when viewing videos on my laptop. Furthermore, keep in mind if you are using chrome make sure your adobe plugin is running on every occasion.  chrome://plugins/

Yes local recording. I noticed Fraps gives you better performance than OBS since x264 utilizes your CPU power. Reference my new video here This was recorded with Fraps. Youtube killed my quality which I rendered from 1080p to 720p.
