I have a "legacy" folder that doesn't get updated by steam and it still runs fine as 1.40. I'm going upload it to dropbox and probably mega as well. just save it as something other than "Arma 3" and then you'll have to setup a new Arma3sync profile for it.
Typically used for Official Announcements such as classes, meeting or trainings or sometimes even random fun stuff like unofficial OPs or even different games altogether.
I don't personally use it, but I believe you have to assign "user action 11" and "user action 12" in order to to actually use it. Check armaholic for mod info on it to be sure.
