You should get decent performance. I wouldn't expect running at ultra and getting solid frames. I run a 4790k and a 970. If you have the extra cash I can't fault it, I maintain a solid 60fps in small missions and roughly around 40 in operations. I'd suggest getting the cpu first as it'll last...
I had a similar issue. When my fps dropped to 3-5, going to the graphics settings and changing the preset graphics setting to something different, causing the little loading screen, and then changing it back fixed the issue for me.
