Did you install them into slots 2 and 4? Most MOBOs want RAM pairs in slots 2&4 and 1&3 respectively. Are they the same types of RAM or two different (speed and latency and brand)?

Just drop the whole userconfig folder into your man Arma directory. Make sure to let it overwrite files when it prompts to do so.
