But to confirm what everyone has said above, it will be difficult on that budget to build a rig for Arma with brand new parts. Scavenging your current set-up and filling the gaps will be the key to stay around the price range you want, otherwise, you are looking...
In terms of both Arma and video editing, I would defiantly upgrade the cpu. Arma is more cpu than gpu intensive anyways, and your rig will love you for the i7 whenever you are video editing.
I concur with CPL Nelson, sounds like an incomplete or corrupt archive. Have you tried re-downloading?

No radio. Although even if I had, creating/saving in the same session as attempting to load should not have made a difference with this, no? - either way, no radio was saved in the load-out.
