You should try to see if those two programs are being blocked somehow by your windows firewall, it could have been added to the list on accident. Refer to this if you do not know how to, other than that...no idea why. http://www.technipages.com/blockunblock-programs-in-windows-firewall

Is this something that just started happening out of the blue? Do you have the latest patch? How are you enabling the mods? are you using the modlist in the launcher or are you using execution commands on the command line in the ARMA3.exe properties? and lastly, have you set all your mods...

Do you mean the 506th mod isn't unpacking for you? if that's the case you may want to try re-downloading the mod pack for it could have gotten corrupted.
