Error message

I am receiving the following error message when starting up ARMA. The error message reads, "userconfig\cyp_pushtohear_a3\cyp_pushtohear_a3_config.hpp not found." Can someone please help explain to me whats missing or what needs to be done?
 
You need to download and copy over the Userconfig file as per the PM from your Recruiter and the associated video.
