All acronyms in the following report are defined/transcribed in full upon initial use and then abbreviated for subsequent use. The "Spoilers" marked part below contains utilized acronyms/abbreviations and their definitions and is closed simply to condense report size.
U - Unclassified. Used for government documents that do not merit a particular classification or which have been declassified. The information is low-impact, and therefore does not require any special protection, such as vetting of personnel.

(U) 1. SUMMARY:
(C) Suspected hybrid warfare activity in the Jamdy Archipelago, Norwegian Sea Region, has toppled the civilian leadership of the self-governing islands there. Plant personnel are believed to have been trapped or taken hostage at the Arktisk Grid Solutions AS Power Plant. Local security forces appear to have been dissolved, and an unknown number of civilians offering resistance to this takeover have been detained or killed by illegal formations. Additionally, a battalion of heavily-outfitted and Russian-speaking militia have seized control of the island's only improved airstrip. The situation remains uncertain and highly fluid as of the issuance of this packet.
(S) 2. DETAILS:
- 07MAR26 // AGS Power Plant: An ongoing worker strike turns deadly, with both armed plant workers and local security forces exchanging lethal fire at the stockade. Many civilians are killed, and members of the AGS Director's Board barricade themselves in the plant's meeting hall to escape the workers' aggression. Simultaneously, all cellular and fiber optic communications in the Archipelago's vicinity were either jammed or physically taken offline.
[*]07MAR26 // Jamdy City: Lieutenant Governor Daniel Øygaard dispatches an emergency transmission via satphone declaring that the island is under hostile takeover and requesting NATO assistance. He is detained shortly afterwards.
[*]08MAR26 // AIRBASE MANTICORE: Under cover of poor weather, SEAL Team 4 supports ODA 5221 Green Berets in a raid to neutralize air defense and artillery batteries on the northwest portion of AIRBASE MANTICORE in order to pave the way for friendly reinforcements and resupply.
[*]12MAR26 // CSG: An entity calling themselves the Jamdy National Restoration Council publicly confirms the previous administration has been dismantled after several days of vague updates. Their military arm, the JPR, stands up a militia and begins enforcing civil law on the island. Operation Frostline is greenlit.
[*]Pattern Analysis:
- Stability of the local AO is considered non-existent. No known party still active has legally-recognized claim, and law is being enforced in different quarters as locals see fit.
[*]At least some of the actors involved are suspected of foreign entanglement, and display features associated with deceptions or front groups.
[*]At this time there exists no clear division between civilian and military participation. Combatants do not generally appear to feel obligated to wear flags, unit insignia, or uniforms.
[*]Heavy IO is being pressed both by the self-described civil authority and their quasi-police forces. Perception management is ongoing.
- Stability of the local AO is considered non-existent. No known party still active has legally-recognized claim, and law is being enforced in different quarters as locals see fit.
(U) 3. ASSESSMENT:
(S) The sudden appearance of organized militias composed of primarily of Russian-speaking individuals, as well as large volumes of equipment to supply them, suggest that a state actor has propped up the regime that has come to power in Jamdy. Precise disruption of telecommunications, seizure of mining and power facilities, and slanted messaging to display the revolutionaries as a legitimate social movement are evidence of command and control extending well beyond a local strategy.
Forces concentrated around AIRBASE MANTICORE remain passive and have militarized in silence. Actions on objective during Operation Sundering Strike suggest that those forces are a Russian-backed militia with near-peer equipment and training, and that they are willing to work in concert with less-capable militias.
Enemy forces have shown willingness to use human shields and ambiguous allegiance as tools to steer narratives and battles. Their proximity to innocents and key infrastructure limits kinetic response options.
(S) 4. RECOMMENDED ACTIONS:
- Implementation of tight ROE and avoidance of reliance on HE weapons to resolve engagements in proximity to civilian dwellings, self-defense formations, or points of infrastructure interest.
[*]Pursuit of counter-propaganda objectives to fix enemy IO and regain initiative in the information warfare battlespace.
[*]Thorough review of force continuum, counter-insurgency, and civil interaction SOPs.
[*]Search for intelligence opportunities and forward them to S-2 for exploitation.
[*]Remain situationally aware at all times and exercise restraint and common sense when tactical questions arise.
