I downloaded the mods that were sent to me through the PM from the recruiter. After unzipping all files I then clicked and dragged each mod into arma. When clicking and dragging user config mod into arm it gives me a error message advising that userconfig mod is missing addon file within the mod file. Could I please get the correct mod?

The Userconfig file is not a mod. The Userconfig folder needs to be placed in the main Arma3 directory, and does not need to be configured via the launcher.
