This happened to me once major pain in the ass had to go to device manager and uninstall and reinstall everything like 3 times to get it to work.

Then do just that find a nice 27-32'' screen with good resolution and response time. Maybe a 1440p That'd work great with Arma and your set up.

Id definitely grab the RAM and upgrade your video cards (depending on what you have and how much you want to spend either get a really nice new one or double up on the one you have) I don't think the new CPU is worth it, but hey go for it if want to spend the money.
