You need to merge the "userconfig" file in the modpack rar file with the "userconfig" file in your ARMA 3 folder.

If what PFC Owens suggested does not work, then you need to go into the default ARMA 3 launcher, and go under the tab called "Battleye", and un-check the box that says "Enable Battleye anti-cheat software". Battleye is well known to cause ARMA to launch without any mod-based .dll files.

They aren't something you have to adjust on your end, they are used when making a mission.

That is an ACE module setting, "Prevent instant death". If you use the Unit's Official Mission and Module Settings that effect will be enabled.
