Utes is, if I remember correctly, something like 20 miles off the coast of Chernarus. In Harvest Red, it was taken by the ChDKZ and the 27th MEU (SOC) had to liberate it before moving on the nation proper.
If I had to guess, the RPLA will make a move on Utes once they control the majority of the coastline of Chernarus and try to use the CDF military base there to observe naval activity and interdict air and naval traffic. If Utes has fallen to the RPLA, they will need to be removed in order to secure safe travel to Chernarus by air or sea.
