Editor Systems - Ambient Civ Presence?

I've messed around with this module but have had no luck making it work. I really don't know much about the basics of editor and using the system modules, but if you happen to know how this one works or could at least point me in the right direction, that'd be great.

I was playing around with it too as it looks pretty handy but then I noticed this:

Not very useful for us unfortunately. 

It looks like there's an area spawn that you set a limit to the # of civilians and then indicate what their behavior is.  Then you place down spawn points for civilians and safe spots and they will flee to to those safe spots when endangered.

NNNOOOO!!!! WHY!!! This seems like something that should be in the damned game already...thanks LT
