fps issues

Specs
AMD FX-8320 Black Edition (8 core, 3.5ghz)
nVidia GTX 650 Ti Boost (2gb GDDR5 RAM)
G.SKILL Ripjaws X Series (4x4GB)

While on single-player, FPS is fine. When I play online, on a server, I am struggling to get 20fps on low settings. Is that a server side issue, or is it something on my end?
 
I would say it's a combination of an older GTX model, and server issues. The AMD could also have some sort of incompatibility because AMD is AMD.
