This may seem like a silly question. What is the ideal altitude to deploy a chute while halo jumping into a hostile controlled area?
 
As low as possible.  In Arma 150-200m is what I aim for.  This minimizes the time where you're just a floating target and should let you have a good, safe landing.  Make sure you pull back right before you land to reduce your speed.

It's possible to survive jumps from as low as 60ish meters but you're at a much higher risk of injury just from the landing.
 
I deploy at 50-55m, but I'm Australian and crazy.

Like 2LT said, speed is the #1 issue. Practice, practice and practice some more until you get the hang of dropping your speed to 0kph as fast as possible, and then slowly lower your deploy height until you hit ground and 0kph at the same time.
 
I usually aim for between 100-150m but tend to actually pull the trigger around 80m. By initiating deployment between 50-80m the canopy seems to open fully just before touchdown so I wouldn't go any lower.
