I'm trying to get my mods working and I was going onto the liberation server to test them out and I recieved this messaged upon entering the server.
Any ideas?

The Liberation server that SFC Garcia runs has a custom modpack, you sure you downloaded it? The dependent content that is listed there is an F/A-18, that I am assuming is added in that pack.

That I didn't know.
I'm trying to get setup for my recruit training tonight, what server is good to test those out before it gets to that time?

The liberation server requires an additional modpack that you do not have.  Part of the recruit training is to verify your mods so if you have followed all of the instructions correctly you shouldn't have any problems.
